FUNCTIONAL SERVICING REPORT & STORMWATER MANAGEMENT REPORT FOR SITE PLAN APPROVAL, ZONING BY-LAW AMENDMENT, OFFICIAL PLAN AMENDMENT AND DRAFT PLAN OF SUB-DIVISION APPLICATION

Functional Servicing Report FSR provides the conceptual framework for water distribution, sanitary sewage, and storm drainage for the development of the site, prior to the detailed design being undertaken. The objective of a Functional Servicing Report FSR is to demonstrate the adequacy of the existing and proposed water and sanitary sewer systems to satisfy the demands of a proposed development. A Functional Servicing Report FSR is required when there is a potentially detrimental impact on the existing municipal infrastructure or current users of the municipal infrastructure.

The Functional Servicing Report will include the functional brief, Hydrant Flow Test Reports, Fire Flow Calculations, Fire Underwriters Survey, (FUS) Flow Calculations, Domestic Demand, Sanitary Flow Generation, Sanitary Sewer Mapping, Utility Locates,  etc.

A Functional Servicing Report determines the overall impact of a land development proposal on the water and wastewater servicing capacities. It also determines the required improvements to the municipal servicing infrastructure, and any mitigation measures to minimize negative impacts.

A Functional Servicing Report should be prepared and stamped by a professional engineer licensed in Ontario and qualified in municipal engineering.

The authority to request a Functional Servicing Report is provided by the Planning Act, the Provincial Policy Statement, and the municipal Official Plan to ensure the proposed development(s) have adequate availability of municipal services including water and wastewater supply and treatment.

A Functional Servicing Report shall be based on established engineering design principles, applicable guidelines (e.g. Ministry of the Environment Guidelines), regulations (Environmental Protection Act, Ontario Water Resources Act, Safe Drinking Water Act, Clean Water Act, Nutrient Management Act, etc.) and by-laws and infrastructure information.


In accordance with MECP Design Criteria, water mains must be sized to convey the combination of the Maximum Day Demand and the Fire Demand, within the pressure and velocity ranges specified.

The level of detail required to be included in a Functional Servicing Report depends on the type of planning application and the size of the proposed development. A Functional Servicing Report in support of an application for an Official Plan and/or Zoning By-law Amendment will be more conceptual than a Functional Servicing Report in support of an application for a Draft Plan of Subdivision, which will include more details, such as where lot, block or right-of-way dimensions are approved in principle. The owner of the site is encouraged to discuss the scope of the municipality prior to the commencement of preparing a Functional Servicing Report.

An environmental impact study may also be required to address the impact of development on water resource features or functions on- and off-site. When a development is located adjacent to a major roadway, then the Functional Servicing Report should also address the impact of storm drainage from the development on the municipal road and/or associated drainage system.

The Functional Servicing Report shall include 

  • The rationale behind the proposed servicing plan and additional significant issues relevant to the development, like high population densities and expected occupancy schedule
  • calculations for sanitary sewer effluent, domestic water demand, and fire flow requirements
  • Average day, maximum day, and "peak hour demand" for the ultimate site or development requirements.
  • Analysis of "maximum day plus fire flow" and "peak hour demand" conditions for the current and 2031 scenarios
  • Analysis of pumping capacity and storage requirements for the appropriate pumping stations to meet the development's demand for the current year and year 2032 scenarios.


 The fire flow required for a proposed development shall be calculated using the criteria indicated in the Water Supply for Public Fire Protection Manual, 2020, by the Fire Underwriters Survey (FUS). The fire flow calculation considers the type of construction (the degree of fire rating), the type of occupancy (low vs. high hazard), whether or not the building will have a sprinkler system and how close the building is to adjacent buildings (exposure factor). 


The Functional Servicing Report shall illustrate how it confirms current and future municipal infrastructure planning initiatives.
